Professor H. B. Dominick was superintendent of Greer's school system from 1911 until June, 1920. During his tenure the graded school system grew from 100 to 800 students. The Newberry, SC Herald and News wrote, "it is largely through his efforts that Greer will next year have what will be perhaps one of the most modern and up to date graded school buildings in the state," paid for with $50,000 donated by the late D. D. Davenport and a city bond release.
Professor Dominick left Greer to become Chief Examiner for South Carolina. New legislation required school teacher testing to be done by the state rather than individual towns or districts; Dominick was selected to build that department and head the team which would do the teacher examinations for, at the time, more than 9,000 teachers.
